How coverage differs
A system VPN can route traffic from many applications through a virtual network interface. A proxy is often configured inside one browser or application, so other programs continue using the normal network path.
Some operating systems provide system proxy settings, but applications may choose whether to follow them.
Encryption is not implied by the word proxy
Some proxy connections are encrypted and others are not. A VPN protocol normally defines tunnel encryption and authentication, while a proxy may rely on the application protocol, such as HTTPS, for protection.
Always identify the actual protocol rather than assuming security from a product label.
Choosing between them
Use a VPN when device-level routing, private-network access or consistent tunnel policy is required. A proxy may suit a specific application workflow where system-wide routing is unnecessary.
Either option introduces an operator that may observe connection information. Review configuration, trust, logging and maintenance before use.
